The purpose of the U.S. is not to truly promote the end of the war, but rather to hope that Hamas will reject the proposal. Naim pointed out that Hamas and other Palestinian factions are committed to reaching a real agreement to end the war, while the U.S. proposal requires Hamas to release all detainees on the first day of the agreement and establishes the formation of a civilian institution recognized by Israel as a prerequisite for the withdrawal of Israeli forces. In addition, the proposal also involves the fate of Hamas leadership and demands the disarmament of Hamas, but does not mention the reconstruction of the Gaza Strip.
