China News Service Beijing, February 7 (Reporter Lü Shaowei) — On February 7, at the Beijing Municipal Market Supervision Work Conference, it was announced that this year Beijing will focus on investigating monopolistic behaviors in public utilities, platform economy, and other sectors. The city will also intensively address prominent issues such as counterfeit and inferior products, false advertising, predatory pricing, and illegal advertisements, aiming to establish a market order characterized by high-quality, fair prices, and healthy competition.

The meeting mentioned that last year, Beijing established 380,100 new business entities. By the end of the year, the total number of business entities reached 2,869,700, a year-on-year increase of 6.83%, with over 40% being technology-based enterprises. The survival rate of enterprises over the past three years has remained above 75%, and the quality of enterprise development has ranked first nationwide for three consecutive years.

Last year, Beijing launched the “Cloud Service” for credit repair, enabling 80,000 instances of business entities to achieve “seamless” credit restoration. Special rectification campaigns were carried out against illegal charges on enterprises, resulting in a refund of 108 million yuan, effectively reducing the burden on businesses. The “Scan Code Inspection” mechanism was improved, with the scan rate nearly reaching 100%. Non-physical inspections accounted for 70.6% of all inspections, significantly improving regulatory efficiency and effectiveness. The city promoted multi-scenario application of credit risk classification management, empowering precise regulation. The “No Unnecessary Interference” list included 550,000 enterprises, and a pilot “Comprehensive Inspection” was conducted, greatly easing the burden on enterprises.

Last year, the National Medical Products Administration’s Medical Device Review and Inspection Center for Beijing, Tianjin, and Hebei began operations in Beijing. Six breakthrough reforms, including a pilot zone for rare disease drug supply, were implemented in Beijing. A total of 34 innovative drugs and medical devices were approved, ranking among the top nationwide. The first globally approved high-molecular-colorant for cosmetics was authorized. The import value of medical materials and medicines surged to the top nationwide, and medical device exports increased by 23% year-on-year. Beijing also promoted the establishment of R&D or innovation entities by 12 well-known multinational pharmaceutical companies, and nine “Beijing-made” cosmetic products were included in the “Beijing Gift” program.

The meeting pointed out that this year, Beijing will deepen reform and innovation efforts to create a first-class business environment in the capital. Reforms will be advanced in business premises registration, promoting standardized registration models for addresses. Electronic business licenses will be expanded, and data connectivity for licenses and certificates will be promoted. Local standards for company registration will be accelerated. The “Efficient One-Stop Service” for catering businesses will be further promoted to support the thriving development of the catering industry.

This year, Beijing will strengthen the evaluation of “Scan Code Inspection” quality and efficiency, vigorously promote “Code-Display Inspection,” and push for standardized non-physical supervision. A closed-loop mechanism of “district-level innovation, city-level empowerment, and nationwide promotion” will be established. Regulatory enforcement collaboration will be advanced, integrating industry regulation and comprehensive law enforcement into two coordinated “lists.” Policies will be introduced to enable credit-driven high-quality development of business entities, expanding the scope of “Exemption and Immediate Enjoyment” credit repair, and pilot projects for credit system construction will be carried out to promote intelligent credit supervision.

Additionally, Beijing will focus on investigating monopolistic behaviors in public utilities, platform economy, and other sectors. It will deepen efforts to combat counterfeit and inferior products, false advertising, predatory pricing, and illegal advertisements, aiming to foster a market order characterized by quality and fair prices. The city will deepen the coordinated development of market regulation in Beijing, Tianjin, and Hebei in areas such as unified basic institutional rules, quality support, industrial collaboration, regulatory enforcement cooperation, and joint management of “Three Products and One Specialty,” contributing to the construction of a unified national market through regional market integration.
