National Committee Member of the Chinese People's Political Consultative Conference Liu Muhua: Suggests targeted measures to fully unleash rural consumption potential
China News Service Beijing, March 6 (Xiong Jinyang) - Liu Muhua, member of the National Committee of the Chinese People’s Political Consultative Conference, Vice Chairman of the Jiangxi Provincial Committee of the China Democratic National Construction Association, and Vice President of Jiangxi Agricultural University, stated that rural consumption still faces challenges such as “insufficient consumption, single structure, and poor environment.” Targeted policies are needed to fully unleash the potential of rural consumption.
Liu Muhua believes that the current consumption structure of rural residents is relatively simple, with most expenditures concentrated on basic needs such as food, housing, and medical care. Development-oriented consumption like education, culture, and tourism accounts for a significantly lower proportion.
Meanwhile, shortcomings in the rural consumption environment also restrict the release of consumption willingness. “Many rural commercial outlets are scattered and small in scale, which not only makes shopping less convenient but also results in a weak after-sales service system.”
In response, Liu Muhua suggests expanding farmers’ income channels, formulating policies to encourage local governments to deepen the construction of direct procurement bases, and developing public welfare jobs such as village cleaning and forest protection to provide farmers with stable income to support consumption upgrades.
To promote rural consumption upgrading, Liu Muhua believes that the new round of “national subsidy” policies should be utilized effectively. Additionally, activities like “Village BAs” and “Farmer Harvest Festivals” can serve as links to create diverse rural consumption scenarios, enabling farmers to increase income and boost consumption willingness. At the same time, convenient channels such as “direct supply from production areas + direct purchase in villages” should be established to promote a shift in farmers’ consumption concepts toward quality and development-oriented consumption.
Liu Muhua also recommends accelerating the improvement of a three-tier commercial service system at the county, township, and village levels to make rural consumption more convenient and trustworthy. Upgrading rural commercial infrastructure, integrating resources such as postal services, express delivery, supply and marketing, e-commerce, and passenger transportation, and establishing shared distribution centers in counties, distribution stations in towns, and service points in villages are essential. Implementing “unified warehousing and distribution,” promoting the “integrated passenger, freight, and postal” model, accelerating the construction of agricultural product origin warehouses, and opening up the “last mile” of fresh produce circulation are crucial. Additionally, setting up consumer rights protection stations and establishing rapid resolution mechanisms for rural consumer disputes will make rural consumers feel more secure and comfortable.
