People’s Financial News, March 7 — On the afternoon of March 7, Liu Dechun, Director of the Social Development Department of the National Development and Reform Commission, stated at a briefing by the State Council Information Office that the draft outline of the 14th Five-Year Plan includes a series of initiatives in education, healthcare, and social security.

In education, efforts will be made to increase the average years of education for the working-age population by 0.4 years, from the current 11.3 years to 11.7 years. The focus will be on expanding and improving the quality of basic education, promoting high-quality and inclusive preschool education, balanced compulsory education, and steadily expanding free education. The plan also explores extending the duration of compulsory education and constructing or renovating 1,000 high-quality general high schools.

In healthcare, the focus is on strengthening public health capacity, optimizing the functions and layout of medical institutions, and increasing the average life expectancy to 80 years. Efforts include building 1,000 tightly integrated county-level medical communities, balancing the distribution of high-quality medical resources, improving the quality and efficiency of 125 national regional medical centers, and supporting the development of high-level provincial hospitals and clinical diagnostic capabilities.

In social security, the coverage of unemployment and work injury insurance will be expanded, and a sound occupational injury protection system will be established. The participation rate of flexible workers, migrant workers, and new employment form personnel will be increased.
