Guangzhou Nansha encourages accelerating the construction of zero-carbon factories
According to sources, the Nansha Branch of the Guangzhou Municipal Bureau of Ecology and Environment (hereinafter referred to as “Nansha Branch”) recently issued the “Notice on Accelerating Zero-Carbon Factory Construction,” organizing local enterprises to strictly follow the requirements of the five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, among others—outlined in the “Guiding Opinions on Zero-Carbon Factory Construction.” Based on Nansha Development Zone’s role as one of the first pilot zones nationwide for pollution reduction and carbon reduction collaborative innovation, the city has taken the lead in launching zero-carbon factory initiatives, aiming to set a regional benchmark for green and low-carbon industrial transformation.
Creating zero-carbon factories is a key measure for Nansha to deepen the coordinated efforts of pollution and carbon reduction, accelerate green transformation in the industrial sector, and promote sustainable development. Nansha aims to complete the construction of a batch of zero-carbon factories by the end of 2026. Through targeted demonstration and leading by example, the goal is to drive industrial enterprises across the district to shift from “passive emission reduction” to “proactive zero-carbon creation.”
To facilitate orderly and efficient development of zero-carbon factories, the Nansha Branch focuses on critical aspects of construction and has launched three key initiatives to provide precise guidance, scientific policies, and comprehensive support.
Clarify Construction Pathways: The Nansha Branch guides enterprises to strictly adhere to national construction standards, comprehensively advancing six core areas: carbon emission accounting, green and low-carbon transformation of energy consumption structures, improvement of energy utilization efficiency, analysis of carbon footprints for key products, digital intelligent carbon control, and carbon offsetting and information disclosure. Before the official release of national standards, enterprises are encouraged to refer to the “Zero-Carbon Factory Evaluation Norm” and the “Evaluation Guidelines for Zero-Carbon Factories in the Electrical and Electronic Industry” issued by the State Administration for Market Regulation, ensuring that their creation efforts are compliant, standardized, and verifiable.
Strengthen Policy Support: Implement a targeted “funding subsidy + green finance + professional services” policy package to comprehensively support enterprise development and unlock multiple benefits. Financial support includes assisting enterprises in applying for district-level green transformation subsidies and special funds for energy conservation, emission reduction, and ecological protection at the central and provincial levels, focusing on zero-carbon technology upgrades, equipment renewal, and pollution control projects. Financial support is further bolstered by leveraging Nansha’s status as a national pilot zone for climate investment and financing, actively connecting with carbon reduction support tools, and including zero-carbon factory projects within the scope of green finance, helping enterprises efficiently secure green loans and easing financing pressures.
Enhance Guidance and Leadership: Provide proactive services by guiding enterprises to develop targeted, actionable implementation plans based on their industry characteristics, production scale, and development realities. These plans should clearly define goals, steps, responsibilities, and timelines to ensure that the creation work is thorough, practical, and effective.
