First Case in the District! Xu某某 Detained by Hohhot Police for "Illegal Drone Operation"

Recently, the Public Security Bureau of Hohhot City, Inner Mongolia Autonomous Region, and the Special Patrol Police Detachment’s Drone Application Team jointly investigated a case of illegal drone flying in the controlled airspace at Shengle International Airport. The offender, Xue Moumou, was legally subjected to administrative punishment.

On March 16, 2026, the Drone Application Team of the Public Security Management and Special Patrol Police Detachment in Hohhot received information from the Airport Public Security Sub-Bureau: a drone was found flying illegally over the terminal of Shengle International Airport. On the same day, Inner Mongolia Airspace Information Development Company also reported the same incident to the Helinger County Public Security Bureau. After receiving the report, the two departments quickly activated a joint case mechanism, established a special task force to analyze clues and conduct technical verification. The officers conducted a night-time investigation and successfully located the drone owner, Jiang Moumou, on the morning of the 17th.

Upon investigation, the drone involved had completed real-name registration, and the actual operator was Xue Moumou. Jiang Moumou was not involved in the flight. Further checks revealed that since January 2026, Xue Moumou had repeatedly flown drones illegally in controlled airspace in Hohhot, Baotou, and other areas, with flight altitudes reaching up to 500 meters, all without proper approval, posing serious safety risks. On March 15, Xue Moumou operated a drone within the clearance zone of Shengle International Airport to shoot entertainment videos, reaching an altitude of 500 meters for about five minutes, capturing footage of the terminal and runway. His actions violated regulations on unmanned aircraft flight management, directly endangering airport safety and overall aviation operations, with serious consequences.

According to legal investigations, Xue Moumou operated a micro drone in controlled airspace without approval, flying at excessive altitudes and intruding into the airport’s clearance zone, which constitutes a serious violation. Xue Moumou admitted to the illegal activity without objection. Based on Article 51 of the Interim Regulations on the Flight Management of Unmanned Aerial Vehicles, the public security authorities confiscated the illegal drone and imposed a fine of 2,000 yuan on him.

Police reminder: Drone flights must strictly comply with national laws and regulations. No unauthorized flights are allowed in airport clearance zones and controlled airspace. Drone enthusiasts are urged to consciously follow regulations, apply for airspace approval lawfully, and conduct standardized flying to maintain airspace order and aviation safety. The public security authorities will continue to intensify efforts to investigate illegal activities such as “black flights” and firmly safeguard aviation safety.
