[Caixin] On the afternoon of March 22, at the China Development High-Level Forum 2026 Annual Conference held at Diaoyutai State Guesthouse in Beijing, Li Daokui, Dean of the Institute of Chinese Economic Thought and Practice at Tsinghua University, stated that under the “14th Five-Year Plan,” “the rules of the game have changed.” He encouraged pharmaceutical executives from various countries present to be more proactive and direct in the Chinese market over the next five years, and when making requests to senior officials at the National Development and Reform Commission, they can do so without strict etiquette, viewing themselves as part of China’s implementation of the “14th Five-Year Plan.”

Li Daokui, who spoke entirely in English, revealed that he personally participated in the formulation process of the past two “14th Five-Year Plans,” “from the very beginning to the review stage of implementation.”
