The White House promotes a peace protocol between Congo and Rwanda in exchange for minerals for stability.

According to the Trump administration’s senior adviser on African affairs, Bloss, revealed on Thursday that the United States is pushing for the Democratic Republic of the Congo (DRC) and Rwanda to sign a peace agreement at the White House in the next two months or so. At the same time, a bilateral mineral cooperation agreement will be reached, which is expected to bring billions of dollars of Western investment to the region. “The day we sign the peace agreement at the White House, we will also sign a minerals agreement with Congo at the same time,” Bloss said. In the case of Rwanda, a package of different sizes but similar in nature will also be signed on the same day. "This U.S.-backed peace initiative comes at a time when Rwanda-backed M23 rebels are making significant inroads in eastern Congo. The Rwandan side has denied support for the armed group. Rwanda and Congo are expected to submit their respective draft peace agreements on Friday, according to the diplomatic process. In mid-May, U.S. Secretary of State Marco Rubio will meet with the foreign ministers of Rwanda and Congo in Washington to work to finalize the text of the peace agreement, Bloss said.
