@0x_Todd revealed that the purpose of the Allowlist feature is: when it is necessary to recover funds or when a hacker returns funds, the officials can pre-construct specific "rescue transactions" that can bypass all verifications for one-time execution, even if the funds have been locked by the blacklist.
The allowlist feature itself cannot directly operate on hacker funds; it can only be realized when the restore module (system-level privileges) is released and the upgraded transaction is added to the allowlist.
