NATO allies agree to raise defense spending targets and reaffirm collective defense commitments.
Jin10 data reported on June 25th that on Wednesday, NATO allies committed to increasing annual defense spending to 5% of GDP by 2035 and reiterated their commitment to collective defense, stating that “an attack on one member is an attack on all members.” In the Hague summit declaration, NATO leaders stated that the defense commitment would include a core defense requirement investment of at least 3.5% of GDP each year, and also committed to 1.5% of GDP for security-related spending, including protecting critical infrastructure and strengthening the alliance’s defense industrial base. These leaders indicated that these investments are needed to address “profound security threats,” particularly the “long-term threat posed by Russia to Euro-Atlantic security and the ongoing threat of terrorism.” Progress on meeting the increased spending target will be assessed in 2029. The allies reaffirmed their commitment to Ukraine’s “enduring sovereignty,” but did not mention the issue of Ukraine potentially joining NATO in the future, which had been referenced in previous summit declarations.
